Abstract

This study aims to determine the strategy and determine the inhibiting factors of the Department of Culture and Tourism of the City of Pekanbaru in the development of Lake Rumbai Artificial Lake attractions. The indicators used in this study are: objectives, policies, and programs. This study took place in an artificial lake tourist attraction in Rumbai Pekanbaru by using a type of qualitative research with a descriptive survey method, namely by conducting direct interviews in the field and observing the research location to analyze the empirical conditions that occur. The informants in this study were the Head of the Culture and Tourism Office of Pekanbaru City, the Head of Marketing, the Manager of Artificial Lake Tourism Objects (PT. Sarana Pembangunan Pekanbaru), and 1 visitor (local tourist). Data collection techniques through research tools in the form of interviews, observation and documentation. Based on the results of the study it can be concluded that the strategy of the Department of Culture and Tourism of the City of Pekanbaru in the development of Lake Rumbai Artificial tourism objects has not gone well. This has been measured through indicators of objectives, policies and programs.
