Abstract

Considerations underlying this research how Services Construction Permits In The Departemen Of Spatial and Building City Goverment Pekanbaru, because based on data from surveillance field calls during the last three years (2013-2015) to the top is still found their RUKO building and RTT are already built in the district of Bukit Raya and Tampan, but do not have building permits. This research was conducted at the Department of Spatial Planning and Building Pekanbaru, using the method of qualitative research and 25 informants through purposive sampling. The types and sources of data through primary and secondary data. The technique of collecting data through interviews, observation and documentation were then analyzed with reference to the service standards in the Minister of State for Administrative Reform Civil No. 15 Of 2014 and Pekanbaru City Regulation No. 7 of 2012 on Building Permits. The research found that the Implementation Services Building Permit On Spatial Planning and Building in the District Bukit Raya and Tampan Pekanbaru City Government Seen From Aspect Procedure and Requirements, The research found that the Services Construction Permits In The Departemen Of Spatial and Building City Goverment Pekanbaru, the maintenance of a long period of time and the cost/additional rate used by service providers to reap the benefits with a reason to speed up the maintenance process. Then, related to the number and types of buildings SHOP RTT has been built, but do not have building permits were due to incomplete requirements submitted by the applicant and the still inadequate number of personnel/staff are also facilities and infrastructure that exist in the Supervision Department of Spatial Planning and Building Pekanbaru.
