Abstract

The aim of the study to assess the implementation of the results of the Technical Guidance In the Finance Division At the Mayor's Office Dumai. And to determine the limiting factor in the implementation of Technical Assistance in the Finance Section Dumai At the Mayor's Office. The data obtained from the respondents will be grouped by type, then processed and presented in tabular form and then analyzed qualitatively so that it will eventually come to the conclusion about the study results. At least, there are five types of qualitative research methods are widely used, namely: (1) participant observation; (2) analysis of the conversation; (3) the analysis of discourse; (4) analysis of the contents; and (5) data collection ethnographically. In connection with this make study, the authors used a qualitative observation. Observation involved usually involves a qualitative researcher direct role in social settings. He observed, are more or less "open", in Evaluation of Technical Assistance in the Finance Department Dumai At the Mayor's Office. Research results that identify the purpose of the implementation of technical assistance programs in financial management in the Mayor's Office Dumai already held as expected, although not all employees at in coaching and training to master and understand the training materials that follow. Analysis of issues related to technical assistance financial management caused more by lack of discipline sebegian participants, weak supervision of the activity and the majority of HR submitted following the guidance and training does not have the basic areas of financial administration (accounting), so the effect on the understanding and mastery of training material followed. Overall results of the implementation of the technical guidance by the finance secretariat Dumai Mayor's office to obtain relative competent employees who have been successful, although here and there in need of repair in the future.
