Abstract

This study aims to determine the role of the Riau Province Youth and Sports Service and the factors that inhibit the development of athletes. Assessment indicators that are used include fostering achievements, coordination and guidance, concentration training, identification of data on potential athletes and achievement, and development and monitoring. This type of research located in the Riau Province Youth and Sports Service is a survey research (field research). Data and information were collected using questionnaires, interviews and documentation of data and information used as a basis for explaining research variables. Starting from the use of these data, this research can be categorized as descriptive survey research with quantitative methods. The sample in this study were as many as 19 trainers, Riau DISPORA Athletes as many as 56 people, and 1 Head of Service, 1 person Head of Department. Improvement of Sports Achievement, 1 person Head of Standardization and Development of Sports Achievement as interview informant. The sampling technique used in this study was purposive sampling technique. The data of this study are derived from primary data obtained through questionnaires on the research sample. Then secondary data in the form of documents, statistical data relating to the role of the Department of Youth and Sports in the Province of Riau in the Development of Athletes. Data analysis is presented in the form of tables and writing, which will be analyzed using descriptive or elaboration methods. The data obtained comes from the results of interview answers and questionnaire answers. Based on the results of the study, it is known that: 1) the Riau Province Youth and Sports Service can be categorized as having a role in providing Athlete Coaching with the number of respondents as many as 37 people with a percentage of 46.67%. 2) Factors that hamper the development of athletes at the Riau Province Youth and Sports Agency. Not all athletes who get coaching are caused by the focus of the role of Dispora on sports that have the potential to achieve achievements and lack of coaching facilities and infrastructure in some Sports Branches caused by not all sports organizations in Riau Province that have been standardized, accredited, and certified.
