Abstract

The absorption of labor is the most is the agricultural sector because to work in the field the company does not specify the specific requirements for the community so that this opportunity can be utilized by all levels of society. In line with many industries engaged in agriculture so many workers looking for work in the field. Because the type of work that is the benchmark of the Regional Minimum Wage (UMR) in this area is the Plantation Laborers because of the large population working in this field, by 2016 the minimum ragional wage of Indragiri Hulu Regency is the highest when compared with other districts. So far there is no turbulence associated with the hunt because in addition to UMR tersebt companies usually also provide welfare money for the Labor. The purpose of this study is To know the role of Manpower Office of Indragiri Hulu Regency in the implementation of industrial Biparit, Triparit through Mediation and its constraints. The method used is descriptive and quantitative method; Sample of 31 people. Data collection techniques of questionnaires and interviews and data analysis descriptively, qualitatively and quantitatively. This study concludes that Based on the results of research and discussion of the response of the chapter above can be concluded that the role of the Department of Manpower in Indragiri Hulu Regency has acted as mediator in the implementation of industrial relations in Kab. Indragiri Hulu. The efforts of the Manpower Office in Indragiri Hulu as mediator in overcoming the obstacles of their duties and functions to the organization of industrial relations are: improving the quality of personnel apparatuses functionalized as mediators through education and job training programs in accordance with their field of duty, increasing the availability of facilities or facilities and the necessary infrastructure in the implementation of mediation settlement settlement and socialization of the prevailing laws and regulations relating to the organization of industrial relations to the general public, and to the specialized workforce in particular.
