Abstract

The granting of a levy permit is a payment for the granting of your business premises as a person or entity in a particular location that poses hazards, harms, and harassment. In connection with the delegation of government affairs, the government of Pekanbaru City issued the Regional Regulation of Pekanbaru City No. 8 of 2012 on the Distribution License of Disturbance. Of a number of types of businesses that must have a permit disruption, one of which is a business stalls of rice / food. This effort is very much in demand by the community because it is very profitable but still many people who open the business do not have the permission of disturbance as has been set in the city regulation Pekanbaru. Bukit Raya Subdistrict is also a sub-district that is quite rapidly developed in various fields one of which is trading. This is marked by the increasing number of restaurant businesses, especially in the village of SimpangTiga. based on the results of prasurvey authors that more than 6 restaurant businesses in SimpangTiga Village is. This resultedinthe implementation of Regional= Regulation No. 8 of2012 on the Distribution License Nuisance has not been implemented with the maximum. The purpose of this research is to know the result of Implementation of Regional Regulation ofPekanbaru City Number 8 Year 2012 About Retribution of Disturbance License to business of food stall / eat in SimpangTiga Villageand to know the obstacle factor in Implementation of Regional Regulation of Pekanbaru City Number8 Year 2012 About Levy of Disturbance License to business of rice/eat stalls in SimpangTiga Village. In accordance with theproblem then the type of research is Descriptive Survey by using Quantitative Method. The result of the research shows that the Implementation of Regional Regulation of Pekanbaru City Number 8 Year 2012 on the Distribution License Permit in SimpangTiga Village based on the four predetermined indicators of communication, resources disposition and bureaucratic structure with recapitulation result of 47% and are in fairly implemented category. The inhibiting factor in the Implementation of Regional Regulation of Pekanbaru City No. 8 of 2012 on Levy Permit License in SimpangTiga Village is the Number of Supervisory Officer from Licensing Field, limited operational vehicle and Lack of public awareness to manage business license.
