Abstract

Government Regulation of Number 53 Year 2010 about the Discipline of Civil Servant, as in Article 1 paragraph (1) which reads Civil Servant Discipline is the ability of Civil Servants to comply with obligations and to avoid the restrictions stipulated in the laws and regulations, and/if not adhered/violated sentenced to discipline.Then, in this study the problem is seen based on Article 3 on the obligations of Civil Servants and is limited by looking at 5 points from the obligation of Civil Servants that Comply with all Legislation, Prioritizing the interest of the State rather than selfinterest, person and/group, Working honestly, orderly, meticulous and enthusiastic for the interests of the State, Enter the work and obey the provisions of working hours, Providing the best service to the Community.Therefore every Civil Servant in the Rupat District Office must comply with the Government Regulation.The purpose of this study is to evaluate the implementation of Government Regulation No. 53 of 2010 on Civil Service Discipline in the Office of the Rupat Sub-District and the factors that inhibit.This research is a survey conducted by using descriptive quantitative method.The location of this research was conducted at the Office of the Rupat Sub-district of Bengkalis Regency. Population in this research is Camat, Secretary of Sub-district, and Official of Office of Rupat Sub-district. Sampling technique in this research is census technique and incidental sampling technique.Data collection techniques are questionnaires, observation, documentation, interviews, and bibliography.Based on the results of research Evaluation of the Implementation of Government Regulation No. 53 of 2010 on Civil Service Discipline in the Office of the Rupat Sub-District is categorized as Good.Obstacles in the implementation of discipline at the Rupat District Office of Bengkalis Regency that is not maximized socialization given, lack of supervision from the leadership, lack of firmness of the leadership in giving sanctions, and lack of awareness of Civil Servants in the office of Rupat Sub-district.
