Abstract

Innovation is important in a ministry because of innovation by the creativity of the service provider (government) to the recipient of service (community). Public service is a benchmark of the most visible government performance. The community can directly assess the performance of the government based on the services it receives. As well as the innovation of services undertaken by the field of clan and Pengairan Siak Regency, can not be separated from the spotlight and assessment from the public. Innovation in the idea by the field of clan and pengak Siak regency is membentu a unit in charge of serving and mersepon reports from the public associated with the authority of the maintenance of damaged roads. So in this case, Siak regency government applies service innovation based on innovation standard which has been outlined in Regulation of Minister of Administrative Reform and Bureaucratic Reform Number 15 Year 2015 about Public Service Innovation Competition based on indicator that is; The improvement of services, the benefits for the improvement of the system and the community, the innovation has been implemented at least one year, can and has been replicated and sustainable.Good public service and quality is the right of citizens as well as the constitutional obligations of the state, therefore Siak Regency government is obliged provide the best public service to the public. The method of research used is qualitative research method with the form and the descriptive approach. While the research informant consists of key informant (Secretary of Service, Head of Bina marga and Pengairan, Head of Road and Bridge Maintenance, Head of Development, Improvement of Roads and Bridges, Members of Siak Regency DPRD, and researchers also interviewed several respondents from the community to strengthen the results of this research Data collection techniques used in this study are interviews, observations and documentation. will be purposive sampling technique with consideration of informant in this research really relevant, competent and represent in giving answer result of research. This research concludes that Public Works Department, Spatial, Housing and Settlement Area of Siak Regency in implementing service innovation have run in accordance with standard, stipulated by the Regulation of the Minister of Administrative Reform and Bureaucratic Reform No. 15 of 2015, but still encountered obstacles in its implementation.
