Abstract

The common problems of homeless and beggars are in essence closely related to the issue of order and security disturbing order and security in urban areas. With the development of homeless and beggars it is suspected to provide opportunities for the emergence of disruption of security and order, which in turn will disrupt the stability so that development will be disrupted and national ideals can not be realized. In this case the Pamong Praja police are the most responsible agencies because they are the regional government apparatus that is in charge of assisting the regional head in maintaining and maintaining public order and the public interest in enforcing the regional and regional regulation. Based on the background and problems described above, in this study the authors aim to know the performance of Satpol Police Unit in disciplining the homeless and beggars in the city of Pekanbaru, as well as to determine the inhibiting factors of the Civil Service Police Unit in the discipline of homeless and beggars. The type used in this study is the type of survey research where the definition of the survey is limited to the research whose data are collected from the sample over the population, thus the complex researcher is a study that takes a sample from one population using a questionnaire as a data collection tool. The location of this research is in Pekanbaru Police Precinct Unit office unit because the police officer's unit is government officer who is assigned to maintain public order in Pekanbaru city especially to handle homeless and beggar problem. After all the data obtained then the data collected and then dikelompkan dikelompkan to be used as input material that will be used in the implementation of this paper. Furthermore, the researcher confirmed through interview to other informant to get more valid data. After the data is processed penelti do pembahsan against data that is quantitative in the form of deskritif by analyzing carefully though draw conclusion and give suggestions. Based on the final analysis of the researcher as a whole it shows that the performance of Police Precinct Unit Pekanbaru in curbing homeless and beggars has not run according to the wishes of the people of Pekanbaru city. This can be seen from the result of frequency recapitulation about the performance of civil service police unit in the city of Pekanbaru entrance included in interval 34-36% which means enough done.
