Abstract

This research was conducted on the role of sub-district leader in fostering Village Government Administration in Kelayang Sub-district Indragiri Hulu Regency, while this study aims to determine the role of sub-district heads in developing village in Kelayang District Indragiri Hulu especially on the execution of village heads and obstacles faced in the implementation coaching. As population of this research is Camat, Camat Secretary, Head of Government, Kasi Tramtib, Head of Development and Head of Village counted 8 respondents. The technique of sampling purpuse sampling, ie, the sample taken is considered to represent the entire population. The types of data collected include primary and secondary data. To collect data used quisionary technique, observation and documentation. After the data required in this study collected, then the data is grouped according to each variable along with the indicator. Then ata in the analysis quantitatively equipped with data percentage (%) following explanation and in the descriptive analysis which will be described in the form of tables and descriptions. Based on the analysis that has been done, it can be seen that the role of sub-district In Fostering Village Government Administration In Kelayang Sub-district Indragiri Hulu regency as a whole is including the category less good. The obstacles encountered by the sub-district head in conducting the guidance to the village head in the kelayang sub-district of Indragiri upstream district are the lack of planning and experience of Kelayang Sub-district, Indragiri Hulu District provides guidance to the village administration, because the new Kelayang sub-district is 2 years. In developing the village head does not have a regular schedule that remains every month, other obstacles are the low education and thought of the village head in managing and managing his village, so that what are their duties and duties are abandoned.
