Abstract

Levies shall be a collection of a region as payment for use or for the promotion of a business service or an interest in an area concerned, or because services provided by the region, either directly or indirectly. This objective aims to find out why Indragiri Hulu District's Original Income from the market service retribution sector year 2013-2016 decrease. This type of research uses a descriptive quantitative approach. The population in this study as many as 217 people. After conducting sampling technique using accidental sampling method then the sample of 30 people, Consist of which consists of Head of Department, Revenue Section, Head of General Sub-section, Puruut, Merchant. The types and sources of data consist of primary data and secondary data which then analyzed descriptively. The results of this study conclude that the Decrease of Revenue Original District Indragiri Hulu of the Market Levy Sector in Rengat Sub-district because the supervision is not maximal resulting in fraud in the field is not monitored and can not be evaluated. Human Resource Factors (SDM) because the average collector is only a graduate of high school, the funding factor that has not been budgeted in writing in the APBD related to this supervision, of course, with the fact that does not allow supervision dilalukan will run optimally because of limitations on the issue of the budget. Trader awareness factor is the low awareness of traders to pay retrubusi market in accordance with the mechanism that has been determined when the facilities provided by local government to support the activities of traders is good enough can be seen from the increasing number of existing markets in Indragiri Hulu district.
