Abstract

The unitary state of the Republic of Indonesia as referred to in the Law of the Republic of Indonesia Number 17 of 2008 concerning shipping is a State with boundaries, rights and sovereignty established by law. Shipping is part of a means of transforming the sea as mandated by law number 17 of 2008 to be a very strategic for national insight and a vital means that supports the goal of national unity. Handling the problem of smooth activities at the port is the responsibility of the port management unit office. In this case it is the responsibility of the port operator unit office as the port operator in relation to the number of passengers or passenger load so that it can run smoothly. In line with the purpose of this study, the authors would like to see the implementation of the functions of the port organizing office whether the duties and functions have been carried out properly and to know the obstacles faced in carrying out their duties and functions. As for the population and sample in this study 11 employees were assigned to the port organizing office and 25 people to port users. The sampling technique used is a census for port office unit staff and random sampling for the community. Types and sources of data that are used primary and secondary data. While the technique of collecting data through questionnaires, observation, documentation and interviews. After data data is obtained and then grouped according to data, then quantitative calculations are carried out. In this study the authors explain several indicators that will be used in this study, namely,planning, organizing, movement, and supervision. And for the variable size in this study the author divides into five assessment categories, namely: very implemented, implemented, enough done, less implemented, not implemented. Based on the results of this study about the analysis of the implementation of the office function of the unit that manages the port in Tanjung Perak port, Karimun regency is said to be quite implemented with a percentage range of 58.05. Therefore, the authors expect the port organizing office to be better in improving supervision of activities. in the port of Tanjung Batu Kundur, Karimun District.
