Abstract

The purpose of this research is to know the role of sub district in the construction of village administration in the village of Lubuk Keranji Timur Bandar Petalangan District of Pelalawan Regencyt and to know the barriers for the sub district in the construction of the village administration in the village of Lubuk Keranji Timur Bandar Petalangan district of Pelalawan Regency. The indicator used is a combination of the Concept of Empowerment with the Concept of Construction, because of its empowerment in a government organization can not be missed by coaching. These include: Human Resource Development, Business Development, Environmental Coaching, and Institutional Development. The type of research is located at Bandar Camat Subdistrict Office, and Lubuk Keranji Timur Village, as well as Air Terjun Village as a comparative village in this study. Data is obtained from Observation, Interview, and Documentation, and then all the data is collected then the data is grouped according to data types and data sources, the results are presented qualitatively. The informants in this research include the Head of Bandar Petalangan, the Head of PPMD Village, the Head of Lubuk Keranji Timur, the Village Head of the Waterfall, the Secretary of the Village of Lubuk Keranji Timur, the Secretary of the Waterfall Village, the Head of Lubuk Keranji Timur Affairs, Head of Lubuk Keranji Timur Village, Chairman RW, Head of RT and Community of Lubuk Keranji Timur Village. The analysis technique of this research is that the researcher assess and conclude that the role of sub district in the implementation of the administration of village government in the village of. While the obstacle factor in Petaral City Sub-district in the construction of Village Governance Maintenance in Lubuk Keranji Timur Village of Kecamatan Bandar Petalangan District Pelalawan Regency, among others: the distance between the central government of Bandar Petalangan District and Lubuk Keranji Timur Village; the difficulty of communication between Petra Subdistrict Headquarter with the Head of Lubuk Keranji Timur Village; limited budget; as well as the low level of education from the Lubuk Keranji Timur Village Apparatus.
