Abstract

This study aims to determine the extent of the implementation of tasks performed by Community Empowerment Institute Simpang Perak Jaya Village based on Siak District Regulation Number 15 of 2007 on Community Institutions. In this theory use das solen and das sein theory proposed by Prof. Taliziduhu Ndraha. Where will be seen how the comparison between the tasks of Community Empowerment Institution Simpang Perak Jaya Village based on Siak District Regulation Number 15 of 2007, with the actual implementation of the task in the field. Therefore, the indicators in this study based on Article 38 of Siak District Regulation Number 15 of 2007, where the task of Community Empowerment Institute Simpang Perak Jaya Village is a Participatory development plan, mobilize self-help and community mutual help, Implement and drive the development. This research uses quantitative method with descriptive research type. The population and sample in this research are 1 head of village, 1 head of community empowerment institute, 21 people of Simpang Perak Jaya village, 7 head of neighbourhood, 14 heads of hamlet due to limited time and funding capability. So the total respondents of this study amounted to 47 people. Supported by the results of interviews obtained from 2 people informed that Villange head and Chairman of the Institute for Community Empowerment. The sampling technique used in this research is "census" and "random sampling" which the author uses to determine the sample of neighbourhood chairman, hamlet Chairman and community. Data collection techniques used are primary data collected by questionnaire and interview techniques and secondary data collected through direct observation of spaciousness. Meanwhile, data analysis techniques are utilized through the tool table frequency. After conducting the research and analysis, it can be concluded that the Implementation of Duties of Community Empowerment Institution of Simpang Perak Jaya Village, Kerinci Kanan Subdistrict of Siak Regency, is in the category of "Good Enough", because the Community Empowerment Institute Simpang Perak Jaya Village has not been able to mobilize self-help and community mutual help.
