Abstract
The hospital is declared successful, not only in the completeness of the featured facilities, but also the attitude and service of human resources is an element that has a significant effect on the service produced and perceived by the patient. If the element is ignored then in the not-too-distant future, the hospital will lose many patients and be shunned by the prospective patient. Patients will switch to other hospitals that meet patient expectations, this is because the patient is a very valuable asset in developing the hospital industry. The basic nature of the Hospital is the fulfillment of the needs and demands of patients who expect to solve their health problems at the hospital. The purpose of this study is to analyze and explain the quality of inpatient services at the Regional Public Service Agency (BLUD) Mental Hospital Tampan Riau Province as well as obstacles. The method used is descriptive and quantitative method; A sample of 52 people consisting of Head and employees and family of patients. Questionnaire and interview data collection techniques as well as descriptive and quantitative data analysis. This research concludes that from result of recapitulation to 6 indicator that is accountable, transparency, justice, simple, participative and continuous from element of respondent of society and element of respondent of employee is in good enough category, because researcher assess to employee respondent there is element of lack of honesty in filling questionnaire data , this is influenced by the psychological factors of employees, in the performance of employees who they do their own instansion.
