Abstract

This researchdiscusses the mediation of land dispute settlement in Mundam village. The main problem in this research is How the Function of Village Head as Mediator of Land Conflict Settlement in Mundam Village,MedangKampai Subdistrict of Dumai City? The purpose of the researchis to determine the function of the Village Head as a mediator in the handling of land conflicts in Mundam Village, MedangKampaiSub-district. The research is done by qualitative approach that is done collecting data then data analyzed, and used in solving problem. Data collection techniques used are interviews, observation, and documentation. Research results show that land disputes and conflicts are complex and multidimensional problems. Therefore, the prevention, handling and settlement efforts must cover various aspects of both law and non-law. One that can be done is through mediation conducted by a village head whose decision no party can win or lose or commonly called a win-win solution in order to create justice among the parties. From the result of the research, it can be concluded that the procedure of mediation conducted by Mundam Village to solve the land dispute begins with the calling of the parties separately, then conducted field inspection to get the truth of thedata, then the parties meet to find a way out of the land dispute. The mediation is a non-litigation dispute settlement with a persuasive approach based on the principle of justice. Based on the conclusions, it is suggested to the Mundam Village to be more proactive in the settlement of land conflicts in the future. And the need for increased human resources for the Mundam urban village personnel in terms of skills and expertise in conflict settlement.
