Second, obstacles to business actors distributing expired drinks in Dayun District, Siak Regency, which are seen from several factors, namely Business Actors, the Food and Drug Monitoring Agency (BBPOM), and consumers. The first obstacle is that business actors commit fraud by secretly selling expired goods, namely sprite brand canned drinks, so as not to lose money and make a profit. The second obstacle comes from consumers themselves, consumers are reluctant to report things that could harm them, with limited consumer knowledge, lack of concern and lazy to look for information regarding consumer rights and obligations in the law as regulated in Law Number 8 1999 concerning Consumer Protection.
