Abstract

The study aims to analyze and find out the bureaucratic reform in Kuantan Singingi District Health Office in an effort to realize the implementation of public services for good governance, and to investigate the inhibiting factor. The research uses descriptive method with qualitative approach, which took place in Kuantan District Health Office Singingi Riau Province study on the Health Service Unit. As informants or survey respondents include the Chief Medical Officer, Head of Health Unit Technical Implementing Agency, and society use the health services in the Health Unit Technical Implementing Agency. Types and sources of data are primary data and secondary data; and data collection using the techniques of interview, observation and documentation. The data analysis technique used is the analysis of qualitative data. The results of this study concluded that bureaucratic reforms in public service delivery efforts in the health department Kuantan Singingi to realize good governance has been performing well enough. It can be seen from terimplementasinya use service standards in the public service on Health Unit Technical Implementing Agency, and an increase in community participation in administering public services Health Unit Technical Implementing Agency, as well as create a public service that is faster, safer, better and more affordable healthcare. The limiting factor in the implementation of the Reforms at the District Health Office Kuantan Singingi in Efforts Implementation of Public Services (Studies in Health Unit Technical Implementing Agency) generally are associated with infrastructure and service facilities available at Health Unit Technical Implementing Agency, as still inadequate medical personnel on duty, procurement of medicines and medical supplies, as well as service management capabilities.
