Abstract

Corporate social responsibility must be carried out by companies engaged in the natural resource management sector. PT. Pertamina Persero Dumai is one of the technical implementing units of Pertamina that manages processed natural resources in the form of gas and oil. Persero Dumai has carried out corporate social responsibility activities in the form of non-formal education in the form of package C in 2020-2021. This program was initiated due to the low quality of human resources and the economic level of the community around the operational ring area, namely the people of Tanjung Palas and Jaya Mukti Villages. The implementation of this package C activity aims to bridge drop out students so that they can continue their education and get decent jobs, so that they can help improve the community’s economic level. The main problem in this research are as follows How is the implementation of the Corporate Social Responsibility program of PT. Pertamina Persero in Dumai City in the field of non-formal education based on the Limited Liability Company Law Number 40 of 2007, What are the inhibiting factors in the implementation of PT. Pertamina Persero in Dumai City in the field of non-formal education. The research method used for this research is Empirical Legal Research. Research data directly obtained from the results of research iin the field in the form of interviews and questionnaires. This type of research is descriptive analytical research in which legal issues are described through the actions of collecting data, analyzing data, and interpreting the data obtained correctly and clearly regarding the implementation of corporate social responsibility at PT. Pertamina Persero Dumai City. The results of the research obtained are the stages that have been passed by the Dumai Persero in determining the corporate social responsibility program in the form of package C, namely: the first, doing social mapping; the second, determine the recipient area of the corporate social responsibility program; the third, mapping the corporate social responsibility program for the selected village; the fourth, build cooperation with other institutions; and the fifth, budgeting the funds as needed. The weakness of Persero Dumai in implementing this corporate social responsibility program is that Persero only play a role in terms of financing, while all the implementation processes from the beginning to the end of the program are carried out by the MHC. The inhibiting factors faced by the Company during the program are: first, limited time for Persero to carry out monitoring; second, limited budget and administration; and third, passiveness of the community in the success of the program. There are also several obstacles faced by MHC, namely: the first, constrained in data input; the second, difficult communication with students; the third, the student’s work schedule clashes with the institution’s schedule; and fourth, obstacles in entering student data into DAPODIK.
