Abstract

Housing is an important basic need and must be met. The construction of flats (Rusun) is a policy to overcome the problem of slum settlements and the backlog (needs for livable houses) for low-income people (MBR) in urban areas. Flats as residential areas that must be equipped with environmental facilities and infrastructure to create a healthy and comfortable residential environment. The concept of "Livability" in flats is important to improve the quality of life of residents. The Muka Kuning flat is one of the flats managed by the Batam City government. This apartment is located close to an arterial road and is surrounded by densely populated settlements and squatter houses. The problem that often occurs is the condition of the quality of the space and the completeness of the apartment which is still not supported, such as a clean water system that does not meet the needs of the occupants, scattered waste and leaks in the residential unit. This study aims to assess the level of residential livability based on physical conditions and perceptions of residents of the Muka Kuning flats in Batam City. This research uses a deductive approach with a mix method analysis method, qualitative and quantitative descriptive analysis techniques, frequency distribution analysis and scoring weighting analysis. Data were collected by means of observation, questionnaires and interviews. The population in this study were all heads of families of Muka Kuning flats and the sample of this study amounted to 65 families of Block A and Block B. The results of the assessment of the physical condition are in the comfortable category with a value of 81.6-100.8, while the assessment of the occupants' perception is in the comfortable category with a value of 3,536-4,368. From the analysis process carried out, it was found that there was a difference between the observational assessment and the occupants' perception of the physical condition and it was known that the value of the livability level of the dwelling based on the physical condition and the occupant's perception was included in the comfortable category with a value of 6.8- 8.4.
