Abstract
Every community needs population administration services to obtain the legality of their existence and legal status in a country carried out by the Rokan Hilir Regency's Office of Population and Civil Registration. The main problem is the emergence of various complaints or complaints from the public about the lack of information about service procedures to the limited facilities in serving the community. Based on Sampara Lukman's theory, that service delivery is an activity that occurs in direct interaction between someone with another person or machine physically, and provides customer satisfaction with predetermined procedures and systems as measured by indicators of Service Procedures, the Spirit of Cooperation and Loyalty, Means and Infrastructure, Time of Implementation, and Style of Service delivery. The informants of this study were 28 (twenty eight) people. This research is a qualitative descriptive study with data collection techniques carried out by observation and interviews. In general, the results of the study explained that the implementation of population administration services at the Department of Population and Civil Registration of Rokan Hilir Regency, especially in making Family Cards and Birth Certificates has not been fully run well, including because the indicators of facilities and infrastructure regarding the condition of service space and the availability of supporting facilities in the service it has not been sufficient and seen from the Time of implementation indicator, that in making family cards and birth certificates, it shows that there is no certainty when the completion of the issuance of family cards and Birth Certificate. Obstacles to administrative services in handling family cards and birth certificates at the Department of Population and Civil Registration, Rokan Hilir Regency, namely: Internal factors consist of facilities and infrastructure. Comfort of waiting room services, incomplete requirements of applicants, External factors, namely the quality of human resources and the level of employee discipline. , electrical network disruption. The conclusion from the results of this study is that the procedure for making family cards and birth certificates at the Department of Population and Civil Registration in Rokan Hilir Regency is good enough and physical facilities / infrastructure should also be taken into account to facilitate serving the community.
