Abstract

Correctional Institution is a place to provide guidance for prisoners and assisted residents. Correctional Institution aims to form the Assisted Residents into better human beings and improve themselves so as not to repeat the same crime. In the implementation of prisioner training it is also related to human rights. One of the rights that must be fulfilled and become the right of prisoners is the right to health services as regulated in Law Number 12 of 1995 concerning Corrections. In the implementation of health services at the Correctional Intitution Class II A Padang, there are technical obstacles such as overcapacity which results in the problem of lack of services in the health sector for prisoners. The main problem in this research is how to implement the rights of prisoners in the form of health services in the Correctional Institution Class II A Padang, and what are the obstacles faced in the implementation of prisoners' rights in the form of health services in the Correctional Institution Class II A Padang in providing health services to prisoners and efforts to overcome it. This research uses the Juridical Empirical research method, meaning that the research uses the legal aspects of legislation and the realities in the field using data collection tools in the form of questionnaires and interviews. With the nature of descriptive analytic research, which provides an overview of the implementation of prisoners' rights in the form of health services in the Correctional Institution Class II A Padang and the obstacles faced by the Correctional Institution Class II A Padang in implementing health services to prisoners and efforts to overcome them. The results showed that the implementation of health services was not optimal and adequate. The health services provided at the Correctional Institution Class II A Padang are not in accordance with the applicable laws and regulations where the medical costs that should be borne by the state are even borne by the prisoners. Fulfillment of the right to health services is inadequate. While the obstacles in the implementation of health services for prisoners, namely the lack of health workers so that they can only treat minor illnesses, lack of budget in the implementation of health services for prisoners, incomplete medicines in clinics and inadequate health facilities and infrastructure and a bad and inadequate environment. It is hoped that in the future the implementation of health services for prisoners will be more adequate, so that the welfare of prisoners in prisons is more secure.
