Abstract
Related to work agreements between workers and employers, we often hear problems that arise both in the news circulating in electronic and print media, one of which is related to the retention of workers' original diplomas in the context of work agreements made during the employment contract, departing from It happens a lot of pros and cons so that researchers are interested in examining the problem of a specific time work agreement relating to the detention of diplomas held by the company. The purpose of writing this thesis, namely: First, examine the Implementation of a specific time work agreement at PT. Cahaya Intan Abadi Indonesia, Second, about the supporting and inhibiting factors in the implementation of certain time work agreements at PT. Cahaya Intan Abadi Indonesia. This type of research can be classified in the type of sociological legal research. The research location is at PT.Cahaya Intan Abadi Indonesia Kota Pekanbaru. Data sources are supported by primary data sources and secondary data sources, where secondary data are directly asked questions to respondents while secondary data are found from the literature. literature or literature material, while the data collection tool is done by interviews conducted by the author of the respondent, after that analyzed by combining primary, secondary data in accordance with the type and interview data described in clear sentences, while the method of drawing conclusions using inductive methods by taking conclusions from general to specific. In the implementation of a specific time work agreement specifically for the maintenance of diplomas that are applied to workers at PT.Cahaya Intan Abadi Indonesia specifically there is no regulation governing the detention of diplomas in Law No.13 of 2003 concerning employment, but for the implementation of time labor agreements in PT.Cahaya Intan Abadi Indonesia between workers and employers went quite well. In the implementation of certain time work agreements there are obstacles experienced by the workers, especially when they want to run for civil servants because in terms of nominating themselves as civil servants one of the conditions that must be met is by attaching a diploma to the applicant, and to the company, so that there is a strong bond between the worker and the company then the worker is subject to withholding the diploma of his workers.
