Abstract

Slum settlement is one of problems occurred in most of cities in Indonesia, even in big cities in other developing countries, including city or regency in Riau Province. Riau Province has slum settlement at 1,179.72 hectare (according to Rencana Pembangunan Jangka Menengah Nasional 2015-2019) that comprises two cities and ten regencies, including Bengkalis Regency. The slum settlement area in Bengkalis reaches 180.33 hectare that consists of 12 locations in 8 districts, one of which is Bukit Batu District in Sungai Pakning Subdistrict. This research will study level of slums, underlying causes, and handling approach to slum settlement in Sungai Pakning Subdistrict, Bukit Batu District. This research used primary data such as in-field observation, interview, and questionnaires, and secondary data as well. The methods used here were qualitative and quantitative methods which were further analysed by scoring method based on slum settlement criteria according to Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Nomor 02/PRT/M/2016 about Quality Improvement of Slum and Slum Settlements and analysed by triangulation. This research suggests that slum settlement in Sungai Pakning Subdistrict is categorized into mild level with total score of 43. The underlying causes of slum settlement are considered coming from economy, social-culture, land area, and physiological factors, and handling approach to it is by applying environmental structuring programs.
