Abstract

The role of the Pekanbaru City Youth and Sports Office as talent scouts or athlete seeds must be maximized, currently there are actually many early age seeds/students in schools that have not been monitored. This study aims to explain the role and inhibiting factors of the Pekanbaru City Government Youth and Sports Office in Coaching Athletes from an Early Age. This research method is descriptive qualitative, using inductive data analysis techniques. The results of the study explain that the role of the Pekanbaru City Government Youth and Sports Office in coaching athletes from an early age, seen from the indicators of the organization's role which includes: Strategic Plans, Policies, Human Resources Development and Communication is quite effective, it can be seen from the planning that has been prepared, namely the existence of Routine training at the Student Sports Education and Training Center (PPLP) in each Sport Branch, however, the role of Dispora in coordinating all schools in Pekanbaru City, in order to identify athletes to find new seeds of talent that they already have is still very minimal. other, the limited capacity of the Regional Government to fund sports and the coaching system has not been directed, the lack of facilities and infrastructure and the low role of the relevant management.
