Abstract
Implementation of the labor inspection function at the Department of Manpower and Transmigration of Riau Province, especially in the Technical Implementation Unit for Regional Supervision I is carried out based on applicable laws and also Ministerial Regulations and even governor regulations also regulate the implementation of the Supervision function. This research method uses qualitative research methods as a technique for data collection and direct interviews with informants, the Head of the Riau Province Manpower and Transmigration Office, the Head of the Supervision Division, the Head of the Regional Supervisory Unit I, the Labor Inspector, the Labor Group, and Other Companies. The results showed that the implementation of the supervisory function carried out by labor inspectors in the Technical Implementation Unit for Regional Supervision I was quite good, but there were still deficiencies where the indicators were quite good as seen from the standards and policy objectives that were quite clear and comprehensive starting from the Law, Ministerial Regulations, Governor Regulations and so on. Another indicator in which the writer says that the implementation of the supervisory function is the communication carried out by the supervisor with the supervised party such as the labor union group and also the company, from the results of the research the writer concludes that the communication carried out by the supervisor is very good. And also in this good enough thing, it can be seen from the division of work carried out by the Technical Implementation Unit for Regional Supervision I is quite good. However, the inhibiting factor in the implementation of the supervisory function is in accordance with the indicators of the theory that the author uses such as very minimal resources, this is recognized directly by the supervisor in the field, the Head of the Technical Implementation Unit for Regional Supervision I and even the Head of the Provincial Manpower and Transmigration Office. Riau, where these resources have become a rooted problem in the organization because of the background of very limited budgets and funds. And the last indicator that becomes an inhibiting factor in the implementation of the supervisory function in Region I is the social and political economic conditions, in which when the political situation is heating up as a result of the passing of a law which is detrimental to the labor group, the performance of the supervisor will increase.
