Abstract

The establishment of a house of worship in Kotalama sub-district, Kunto Darussalam subdistrict, Rokan Hulu district became a conflict due to disagreements in responding to the plan, due to various factors. In its establishment, of course it must refer to the applicable law through regulations that have been established by the government. One of the places of worship that has become a conflict in the Kotalama village is the construction of the HKPB Sei Intan church, which was built in a predominantly Muslim area, causing unrest and inconvenience to the community around the church construction, while the people who built the church are not native residents of Kotalama Village, but are migrants who is a retired PTPN V Company domiciled in Pagaran Tapah District.The purpose of this research isKnowing and analyzing the dynamics of the development of public facilities and infrastructure in Kotalama Village, Kunto Darussalam District, Rokan Hulu Regency (Houses of Worship 2016 - 2020).The type of research used in this research is descriptive survey with qualitative methods. The number of informants in this study were 11 people with the Head of Subdistrict, Lurah, and Datuk Adat as key informants. The technique of collecting data by interviewing and analyzing data on the website was developed by Miles Huberman. This study concludes that the dynamics of the development of public facilities and infrastructure in Kota Lama, Kunto Darussalam sub-district, Rokan Hulu district (Houses of Worship 2016-2020) have not been implemented optimally and need to be improved again based on indicators of idea dimensions, interest dimensions, institutional dimensions and individual dimensions.
