Abstract

The advancement of information and communication technology has given birth to various impacts, because on the one hand it contributes to the improvement of human welfare and civilization, but on the other hand it becomes an effective means to commit unlawful acts. Social media crimes often occur and are no longer taboo. One of them is sexual harassment that occurs on social media which is a crime of decency. To solve the crime of decency through social media, it must go through digital forensics in the investigation process, the lack of law enforcement in this case is not all investigators who master the field of ITE. And in the settlement process to obtain valid evidence, it takes quite a long time to pass the limit of the provisions of Article 24 paragraph (1) of the Criminal Procedure Code. Based on the description of the background above, the formulation of the problem that arises is, how is the enforcement of decency crimes through social media in the Riau Regional Police and what are the obstacle factors in enforcing decency crimes through social media in the Riau Regional Police. To examine this, the author uses a sociological legal research type that refers to the identification of the law and the effectiveness of the law contained in the Act as well as direct data from the Riau Police. The results of this study indicate that the enforcement of criminal acts of decency through social media at the Riau Police, has 90% of the time in disclosing cases of criminal acts of decency through social media, the police carry out law enforcement by conducting investigations and investigations in disclosing cases of criminal acts of decency through social media. The constraint factors in enforcing criminal acts of decency through social media at the Riau Police are the lack of adequate facilities and infrastructure, the lack of quality human resources who understand more about Technology and Communication Science or the lack of experts who understand cybercrime.
