Abstract

Umrah travel agency is means for congregation who want to carry out umrah. Moreover there are many travel agencies in pekanbaru make the congregations more selective in choosing a travel agency in order to avoid from agency that do not carry out the rules properly. In registration, the travel agency musk include a written agreement contains the rights and obliglations suitable with the format determined by the director general of ministry of region as mandated by laws and the rules of the minister of religion. In practice, the congregations did not recieve the written agreement containts the rights and obligation as they should. So that, the problem in performing the rights and obligations of parties. The main problem, how to use the service of an umrah travel agencyin pekanbaru, what are inhibiting factors in implementating in responsibilities of an umrah travel agency for umrah travel agents in pekanbaru. This research ias a sosiological yuridicial research that is the direct research on intented object in order to get the valid data. And this research is a descripctive research. In registrating to be a candidate of umrah’s congregation in umrah travel agency, the congregation did not comply the written containts the right and obligations suitable with the format determined by laws and rules of minister of religion. The lack of congregation knlowledge about regulation of performing umrah and lack of information from the travel agency they tended tp carried out yo the existing procedures, due to a trusting to the travel agency. That is the main factor the causes the regulation was not implemented properly. Therefore the congregation did not have the authentic evidence if the travel agency does not carry out their obligations properly.
