Abstract

Dismissal of Village Devices that did not follow the applicable legal corridor caused a conflict between the Village Head and the Silam Village Toolkit. the attitude of the Village Head violated the prohibitions stipulated in the Village Law Number 6 of 2014 concerning Villages, disrupting some of the public interests and the running of the village administration. the head of the village is indicated to have committed abuse of power, and in carrying out his duties, rights and obligations to make decisions that benefit individuals, other parties, and / or certain groups. in paying attention to the authority of the Village Head regarding the appointment and dismissal of the Silam Village Devices, the process mechanism was not in accordance with the existing rules and there were indications of irregularities with the rules regarding the appointment and dismissal of Village Devices in Silam VillageKuok District, Kampar Regency.in an effort to find the truth in a problem it takes methods, logic and analysis to get a new perspective so that researchers can see variables or other factors in uncovering facts that are hidden in a problem. departing from the description, for that researchers used qualitative descriptive research and tended to use analysis so that what was described was in accordance with the facts in the field. The process of appointing and dismissing the Village apparatus in the Silam Village of Kuok Subdistrict, Kampar Regency by the Village Head is not in accordance with the Minister of Home Affairs Regulation Number 67 of 2017 concerning the Appointment and Dismissal of Village Devices as contained in Article 5 and related regulationsothers.the results of this study reveal the fact that there is an effort to be made by the Village Head to dismiss existing Village Devices and replace them with new Village Devices from the Pilkades Winning Team. This attitude was carried out because the Village Head considered that the old Village Kit actively and openly supported the incumbent Village Head in the previous Village Head Election. this made the Head of the Silam Village dismiss existing Village Devices because they were considered unable to be invited to cooperate in realizing the Village Head's work program.
