Abstract

The authority to form Regional Regulations is a form of regional independence in regulating regional household affairs or regional government affairs. Regional Regulation Number 3 of 2017 concerning the Riau Malay Customary Institution of Dumai City is a regional law product formed based on the regional interests of the City of Dumai in maintaining and preserving Malay customs, fostering, maintaining and developing the traditional values and socio-cultural valuesof the Malays in the City. Dumai. The purpose of this study was to analyze the policy formulation process in the formulation of Regional Regulation Number 3 of 2017 concerning Riau Malay Traditional Institutions in Dumai City by the Regional People's Representative Council of Dumai City. This research method is descriptive qualitative. The Dumai City Regional Regulation formulation process is based on the stages of policy formulation in accordance with Law Number 12 of 2011 concerning the Formation of Laws and Regulations. Based on the results of the study, it is known that: the process of formulating the policy of Regional Regulation Number 3 of 2017 concerning the Riau Malay Customary Institution in Dumai City has been carried out well because it has fulfilled the principles of forming Regional Regulations. With the stipulation of the Regional Regulation, it is hoped that the Dumai City Government will further increase the absorption of the aspirations of the Dumai City indigenous people in every activity of drafting Regional Regulations, and also for the traditional leaders and community leaders of Dumai City to play a more active role in the policy formulation process so that every regulation that is set is really able to be well received by all levels of society, for the sake of increasing efforts to foster and develop indigenous values and socio-cultural values of the Malay community in Dumai City.
