Abstract
The National Health Insurance is administered nationally with the principles of social insurance and equity principles. Through the principles of social insurance, National Health Insurance (JKN) membership is mandatory for all residents. Implementation of the National Health Insurance (JKN)) demands quality primary services with the principles of quality control, cost control and a tiered referral system. The implementation of the JKN program at the beginning of its implementation encountered several obstacles such as not all residents were included as participants, the distribution of health services was not evenly distributed, the quality of health services varied, the referral system and payments were not optimal. Inequality in the availability of health facilities, health human resources and highly varied geographical conditions, have led to widening health inequalities among community groups. The purpose of this study was to determine the implementation of the National Health Insurance program at the UPTD Inpatient Health Center Simpang Tiga Pekanbaru in 2020. In analyzing the data, the author used a qualitative descriptive analysis method. According to the results of the study, it can be concluded that the socialization of the benefits and procedures of JKN services carried out at the Simpang Tiga Inpatient Health Center in Pekanbaru City has not been optimal. The available human resources in the implementation of the JKN program for laboratory personnel are only 1 so they cannot be placed in an inpatient setting. The driver is only 1 (one) person and is on duty in the morning from 08.00.s.d at 14.00 wib so that it cannot be assigned again at night. Overall the attitude of the implementer in providing services is good. Although there are still some complaints from service users about the slow service provided. The characteristics of the bureaucratic structure are SOPs. The Simpang Tiga Inpatient Health Center does not have a JKN program SOP. The Puskesmas only made an MOU with the BPJS regarding first-level health services for participants in the health insurance program. The service SOP at the Puskesmas has been made.
