Abstract

This study aims to determine and analyze the Performance of the Fisheries Counseling System Development Program in the Department of Fisheries and Food Security of Kuantan Singingi Regency in 2018. To determine the inhibiting factors of the Performance of the Fisheries Counseling System Development Program at the Fisheries and Food Security Office of Kuantan Singingi Regency in 2018. Indicators of performance appraisal which are used are inputs, outputs, outcomes, benefits, and impacts. This type of quantitative descriptive research with location is in the Department of Fisheries and Food Security of Kuantan Singingi Regency. The population includes all Marketing, Product Processing and Counseling employees, including: Head of Section, Head of Counseling Section and Employees as well as extension workers in the District with a sampling technique that is census (saturated sampling), which is the entire population used as research samples. To obtain data used data collection through questionnaires, interviews, observation, and documentation. While the data analysis technique used is using the frequency table tool to draw conclusions. Based on the results of the study, it was concluded that the performance of the work program for the development of a fisheries extension system in the Department of Fisheries and Food Security in Kuantan Singingi Regency in 2018 was in the quite good category, so that with good fisheries extension workers were able to develop the potential of fisheries in Kuantan Singingi District, they could meet the needs of fish in the community . In implementing the work program for the development of a fisheries extension system, there are obstacles faced by the Department of Fisheries and Food Security of Kuantan Singingi Regency in the form of a lack of human resources and the limited budget allocated for the development of a fisheries extension system.
