Abstract

Indonesia is a sovereign country and consists of several provinces and regencies/cities. Before the enactment of reform era, it was based on the principle of decentralization, and after the reform era Indonesia adopted the principle of decree or also called regional autonomy, namely by the issuance of Law Number 22 of 1999 concerning Regional Government and then changed to Law Number 32 of 2004 concerning Regional Government, then subsequently replaced with Law Number 23 of 2014 concerning Regional Government. In terms of the formation of Regional Regulations as stipulated in the Riau Province’s House of representatives Regulation No. 30 of 2014 Chapter X concerning Procedures for Establishing Regional Regulations, it is stated that starting from the drafting of Regional Regulations until ratified within 60 working days, there is also a Draft Regional Regulation starting from the formation of the Special Committee until it has been passed more than 60 working days and there are even up to 100 working days. The theoretical concept used is the focus of Public Administration about the process which resources and public personnel are organized and coordinated to formulate, implement, and manage the decisions in the public Chander and Plano. The indicators in this study, namely : academic manuscripts, request / approval process, and approval process. The key informants in this study were the Chairman of the Riau Province’s House of Representatives, then the Expert Staff, the Secretary of Riau Province’s House of Representatives and the Chairman of Riau Province’s House of Representatives’s Faction. The follow-up informants are using snowballing sampling techniques. This research is a qualitative descriptive study. From the results of the study, it can be concluded that the implementation of legislative function in Riau Province’s House of Representatives in terms of Public Policy Formulation (Implementation of the Regional Legislative Assembly's Legislation Function of Riau Province’s House of Representatives 2017) has not run optimally / not well. This can be seen from the indicators of academic texts that have not been running properly. Then the indicators of demand / approval have not gone well. There are still many problems that occur here, and the most dominating is the issue of conflict of interest. While the indicator of the endorsement stage has been going well, where each regulation that has been set is properly procedurally issued. This means that after the ratification stage, the draft regulation is officially issued / officially adopted. As for one of the suggestions in this study, Riau Province’s House of Representatives as a whole needed to improve communication, both among stakeholders in Riau Province’s House of Representatives body itself and between Riau Province’s House of Representatives and the people involving community leaders, traditional leaders and religious leaders to create harmonization internally and externally.
