Abstract
According to Permendagri Regulation No. 114 of 2014, concerning village development guidelines, permits are regulated by village governments with village and community ratification bodies that are not participatory in order to use and allocate village resources in achieving village development goals. However, from its implementation in the main Rambah Samo Village their implementation has not yet proceeded according to procedural. The purpose of this study was to study and analyze the process of preparing the village government work plans and its inhibiting factors at Rambah Utama Village, Rambah Samo Sub-District, Rokan Hulu District. The technique of collecting data involved 10 informants through interviews with all respondents involved in the preparation of the RKP itself. The results showed: The process of formulating a village government work plans in Rambah Utama Village, Rambah Samo Subdistrict, Rokan Hulu District, based on Permendagri Number 114 of 2014 consisting of (1) Village development planning through village meetings, (2) Formation of teams compiler of the village RKP, (3) Observation of the Village indicative ceiling and the village alignment program, (4) Re-scoping of the Village RPJM document, (5) Preparation of the Village RKP, (6) Village RKP compilation through Village development planning meetings, and (7) The establishment of the Village RKP in its implementation is still not appropriate. Factors taken into consideration from the Village Government Work Plan in Rambah Utama Village, Rambah Samo District, Rokan Hulu Regency consist of (1) Delay in the delivery of the indicative ceiling of the Rokan Hulu Regency Government, (2) There is no Rokan Hulu Regent regulation yet more technical guidance to Permendagri No. 114 In 2014 concerning Village Development Planning, (3) There is no technical task guidance by the supervisor for each member of the Village RKP, (4) Regulation and firmness of the village government, as well as increasing HR in the Village government and (5) Low community participation.
