Abstract
The use of Narcotics outside of a doctor's prescription, without conditions and conditions from a doctor and its use results in disturbances that hinder abilities and create obstacles in activities at home, school or college, office and social community. Narcotics addiction is caused by misuse of drugs accompanied by excessive doses and signs of drug withdrawal, which have the nature of unstoppable ambition, a penchant for increasing doses, physical and psychological dependence. The problems in this research are as follows, namely how the implementation of rehabilitation for Narcotics addicts by the Pekanbaru City BNN and what are the obstacles to the implementation of Narcotics abuser rehabilitation by the Pekanbaru City BNN. While the empirical sociological research method (sociological research) is that the writer goes directly to the research location to obtain the necessary data by using data collection tools in the form of interviews. Law as a descriptive social phenomenon, namely the author tries to provide an overview of the research, namely the Rehabilitation Efforts for Narcotics Abusers by the National Narcotics Agency (BNN) Pekanbaru City. The results of the interview that the rehabilitation efforts for narcotics addicts by the National Narcotics Agency (BNN) of Pekanbaru City are showing positive results. The National Narcotics Agency (BNN) of Pekanbaru City as an apparatus entrusted by the state to carry out the functions of law enforcement, maintenance of security and public order, as well as protectors, protectors, and public servants, is obliged to prevent and overcome narcotics crimes that occur. The National Narcotics Agency (BNN) of Pekanbaru city in enforcing narcotics crimes in accordance with the applicable narcotics law. Starting from receiving reports or complaints from the community, self-awareness to be rehabilitated. This is evidenced by the success of the Pekanbaru City National Narcotics Agency (BNN) in providing rehabilitation efforts for narcotics criminals in Pekanbaru. While the obstacles in the effort to rehabilitate narcotics addicts are that people who are rehabilitated do not necessarily come directly to BNN, for now the obstacle is because of the Covid-19 Pandemic, there is still a stigma in society that says that rehabilitation is a punishment, torture, even though for us to know in the rehabilitation place, those who have been there and feel that they are not even being flicked in the patch, if it happens, it can be reported.
