Abstract

Bengkalis immigration has tried to implement a policy to deal with the problem of illegal immigrants but there are still foreigners who dare to violate immigration provisions, even though the immigration rules have stated that those who commit violations will be subject to imprisonment and fines, as explained in Article 122 Law No. 06 of 2011 concerning immigration. However, due to the weakness of these rules, it still makes foreigners dare to commit an immigration violation. As happened Bengkalis Immigration has arrested 14 (fourteen) Bangladeshis who committed violations by entering the Dumai region by being smuggled in coastal forests in Bengkalis before going to Malaysia. The main problem of research is how to deal with illegal immigrants who are in the Bengkalis area, and what are the obstacles or obstacles in the effort to deal with illegal immigrants in the Bengkalis area? The method of this research is observational research. While the nature is descriptive, the writer tries to give a detailed description of the efforts to deal with illegal immigrants in the Bengkalis area. The results showed that the efforts to deal with illegal immigrants in the Bengkalis area were not going well because the supervision carried out directly in the form of patrols in each region could not anticipate the entry of illegal immigrants to the Bengkalis area, this was evidenced by the presence of foreign nationals arrested while hiding in the coastal forest of Bengkalis as a victim of smuggling. The foreigners were smuggled for destination countries, namely Malaysia, and the obstacles or obstacles in the effort to deal with illegal immigrants in Bengkalis area were the lack of human resources, especially functional personnel to conduct direct supervision and the extent of inaccessible areas resulting in the government not being able to effectively prevent the entry of illegal immigrants, weak rules governing violators of immigration rules, and the absence of facilities and infrastructure that reach foreign citizens' activities in an area, and the lack of cooperation between law enforcement agencies can take firm action against illegal immigrants so as to cause deterrent effects for the perpetrators.
