Abstract
The magnitude of the potential to be used as a fishery area in Tapung Hilir District, but there is no step yet by the Dinas Perikanan Kampar Regency to innovate to develop aquaculture. Even though there are currently more than 50 cages in Tapung Hilir District. Thus the research objective is to determine the role of the Kampar District Fisheries Service in Developing Aquaculture Areas in the District of Tapung Hilir. To find out the obstacles faced by the Kampar District Fisheries Service in Developing Aquaculture Areas in the District of Tapung Hilir. The indicators set out in this study are in Siagian's opinion namely stabilizers, innovators, and pioneers. Type of qualitative research with a descriptive approach. The key informant writer is the Head of Fisheries and Institutional Resources Division of the Kampar District Fisheries Office with informants namely the Tapung Hilir Sub-District Head, Fisheries Extension Workers of the UPT District of Tapung Hilir Fisheries, and 3 people in the aquaculture business in Tapung Hilir District. Data collection techniques are observation, interview and documentation. Based on the results of the study concluded that the role of the Fisheries Department in developing the area of fisheries cultivation in the District of Tapung Hilir has not fully run optimally. Where the Fisheries Service has taken steps to stabilize and report to fisheries cultivators, but has not yet innovated fisheries cultivation. Thus it is clear that the role of the Fisheries Service is still limited to carrying out its function as an executor in the field of fisheries not yet to innovate in the field of fisheries. In developing the area of fisheries cultivation in the District of Tapung Hilir there are obstacles in its implementation namely constraints of budget resources and policies that do not yet exist.
