Abstract

Street Vendors (PKL) are one of the populist economic entrepreneurs engaged in informal sector trading business, the term street vendor originated from the colonial colonial era where the width of the sidewalk was 150 cm or "five feet" so that the merchant got the nickname "sidewalk". The rules regarding trading activities for street vendors have been socialized to traders. But street vendors do not care and choose to trade in places that are always crowded such as sidewalks, public roads, under bridges crossing people and other public facilities. So that it has an impact on cleanliness, function of facilities and infrastructure, disruption of pedestrians and traffic flow, especially in Mandau market, Mandau District. This study raises the issue of public control of street vendors who trade in locations that are banned in Mandau District based on the Regional Regulation of Bengkalis Regency No. 1 of 2016 concerning public order. The research method used in this thesis writing is qualitative with descriptive type technique where the author will use objective conditions that are encountered in the field based on the data in the field. The data comes from the results of interviews, observations, documentation and other sources that support research compilers. The results showed that the control of street vendors based on Regional Regulation No. 1 of 2016 concerning Public Order was not optimal, both from the Government of Mandau District and the Mandong District Civil Service Police Unit. Efforts made based on Regional Regulation No. 1 of 2016 concerning Public Order. But there are still street vendors who sell on the street and locations that are prohibited from trading. For this reason, the government must prepare a place for street vendors so that the cleanliness and traffic on the Sudirman General Road will be clean and smooth for the public to pass through.
