Abstract

In this study discussing the strategy of rural development is very lagging behind, see how the efforts of the Regional Government and the Village Government in the development of highly disadvantaged villages as stipulated in Permendes, Development of Disadvantaged Regions and Transmigration Number 2 of 2016, namely Social Security Index, Economic Resilience Index and Ecological / Environmental Resilience Index. Very Disadvantaged, or can be called Primary Village, is a village that experiences vulnerability due to natural disasters, economic shocks, and social conflicts so that it is not capable of managing potential social, economic and ecological resources, and experiencing poverty in various forms. Village assessments that are very underdeveloped are villages that have the lowest IDM. The purpose of this study was to find out the Development Strategies used by the Government, Kampar District Government, and the Village Government in accelerating the development of highly disadvantaged villages in the Bukit Rimbang Wildlife Reserve Area. Assessment indicators that are used are Economic Empowerment, Quality of Human Resources, Development of Infrastructure, Village Institutions. The type of research used by researchers is "Qualitative" "Qualitative" research method is research on descriptive research that is suitable using Analysis. Process and meaning (subject perspective) are more highlighted in this study. The theoretical foundation is used as a guide so that the focus of the research is in accordance with the facts in the field. Data sources used are Primary Data and Secondary Data. The data collection techniques in this research are Observation, Interview, Documentation, while the Key Informants in the research are the Head of the Rural Area Development Office of the PMD Kampar Regency and the Village Chief Informants, Village Staff, Youth Heads, Local Communities. The research locations were Gajah Betalut Village, Kampar Kiri Hulu Subdistrict, Kampar District, Riau Province. Based on the researchers' analysis techniques and concluded that village development is very lagging behind in the area, several efforts have been made by the local government of Kampar District and the village elephant government in the development stages needed by the villages by using Village Funds and Village Allocation Funds, but are still economically weak. community due to several factors, weak human resources, limited budget and focused on infrastructure development. And villages also do not have BUMDesa which functions to empower the economy of rural communities
