Abstract

Government agencies formed by the central government in a participatory and tiered manner to assist the government in carrying out state duties that have been determined in the preambule of Constitution, the government is formed to solve problems that exist in the community. Village Government is the smallest form of government in the State of Indonesia that can be said to have its own government and is led by the Village Head, one of the authorities possessed by the village head is to foster community life in several fields, namely health, education and village programs. Particularly in Bongkal Malang village there are still problems in the implementation of village head authority in fostering the lives of the village community including the still weak community development by village heads on programs in the village, still lack of facilities for services in health activities namely posyandu especially posyandu manula, still low the level of public awareness of village programs in improving the livelihoods of rural communities such as simply leaving family medicinal plants which are abandoned in each hamlet. Therefore the author conducted a research on the Implementation of Authority of the Village Head in Fostering Community Life in Bongkal Malang Village, Kelayang District, Indragiri Hulu Regency. As for the type of this research the researcher used was a descriptive survey type in which the author wanted to describe how the village head carried out in fostering community life in Bongkal Malang village, then to collect the data, the researcher using observation, interviews, questionnaires, and documentation as a research data collection tool. After processing data from village officials and the Bongkal Malang village community regarding indicators of guidance, supervision, direction, based on this analysis technique the researcher assessed and concluded that the administration of village head authority in fostering community life in the village of Bongkal Malang, Kelayang District, Indragiri Hulu Regency at fairly good intervals.
