Abstract

Social Development efforts undertaken by the Government by creating a community-based protection program that aims to help the poor in improving the quality of Human Resources and trying to deal with neglected children. The purpose of this study is to find out how the implementation of the Social Development Center's "Rumbai" Youth Development Center program in fostering abandoned dropout teenagers and to find out inhibiting factors in its implementation. The research method used is a qualitative method by collecting data through interviews, observations and documentation. Interviews are conducted with informants who are considered competent provide information on coaching activities that are in the category of coaches and coached as well as key training informants. Based on the results of the study it is known that the social development center service center for teenagers in Rumbai Pekanbaru is quite implemented in providing guidance to school dropouts in the form of social guidance in the form of entrepreneurship guidance, citizenship guidance, social ethics guidance, leadership guidance, health guidance for adolescents, group dynamics guidance as well as counseling guidance and also skills guidance in the form of automotive field skills guidance, welding field skills guidance, sewing skills guidance and cosmetology skills guidance, with several obstacles found both in social guidance activities and skills guidance that cause the coaching process has not run optimally. Inhibiting factors found in the process are categorized into human factors, tool and completeness factors, method factors and environmental factors.
