Abstract

According to the Big Indonesian Dictionary, robbery is defined as a robber, while robbery is robbing on the street, then burglary is the process, method, act of robbing or plundering on the street. So Begal is an act of robbing, robbing by force using motor vehicles and sharp weapons. The act of motorbike robbery in Rokan Hulu Regency is increasingly disturbing the community, they act regardless of time and place. The intensity is also increasing sharply. One of the phenomena that stole the attention was the case of a robbery accompanied by rape in Rokan Hulu Regency. By conducting in-depth interviews with criminals and sources in the research. This study explains that seeing the acts of the perpetrators of violent thefts committed by the perpetrators or known as begals in the community creates fear of crime in the Rokan Hulu community because it is accompanied by the act of raping the victim in front of his girlfriend. The factors of theft and violence committed by the perpetrators are explained in three ways, the first being personal motivation in terms of economics that must be met. Then there is the right target, in this case the victim does not have the strength to fight because he is under threat and is still considered a minor or a child. The last factor is the absence of an effective guard system.
