Abstract

Implementation Of Regional Regulation Of Kampar District Number 15 Of 2011 Concerning Retribution Of Disturbance License (Case Study Of Internet Cafe Business Permit In Tapung Hulu District) Abstract By Wahyu Rahmad Hidayat This study aims to determine how the implementation of the Kampar District Regulation Number 15 Year 2011 concerning Disturbance Permit Retribution. The problem raised in this research is about licensing for internet cafe businesses in Kampar Regency, where in the observations made, many internet cafe entrepreneurs run their business even though the business license has not been issued by the Kampar Regency Government. The purpose of this study is to analyze the extent to which the implementation of regulations regarding the issuance of business permits in Kampar Regency and to find out what obstacles are faced by the Dinas in implementing them. In conducting this research, the researcher uses descriptive survey type, with qualitative research type, qualitative research is the methods to explore and understand the meaning that a number of individuals or a group of people think comes from social or human problems. The indicators of this research are Communication, Resources, Attitudes (Dispositions), and Bureaucratic Structure. Meanwhile, the data analysis technique used is the creswell theory. Based on this analysis technique, the researcher assesses and concludes that the implementation of the Kampar Regency Regional Regulation Number 15 of 2011 concerning Disturbance Permit Retribution has not been going well, this is of course seen from the facts in the field which show that many internet cafe business actors in Kampar Regency do not have permits. As for the findings in the field, it provides an explanation if the community chooses to carry out licensing only limited to recommendation permits given by the Village level, because so far, they admit that there has been no supervision and inspection carried out by the Kampar Regency Government, especially through the Investment and Licensing Service. Integrated One Stop Kampar Regency.
