Abstract

One of the authority affairs given by the central government to regional governments is optional affairs, namely the energy and mineral resources sector. One of the missions in the government program is the provision of electrical energy services. In this regard, to support the development of a centralized solar power plant, it is necessary to have an activity program at the Riau Province energy and mineral resources office related to electrifying remote areas. In this study using the Das sollen-das sein tepri Ndraha model. The formulation of the problem in this research is: How is the implementation of the duties of the Riau Province Energy and Mineral Resources Office in supervising the development of centralized solar power plants and the inhibiting factors of the Energy and Mineral Resources Office of the Riau Province in supervising the development of centralized solar power plants. This study aims to determine the extent of the implementation of the duties of the department of energy and mineral resources in Riau province. As well as the inhibiting factors that affect the implementation of the duties of the office of energy and mineral resources in the province of Riau. The method in this research uses qualitative research methods by collecting interviews, observations, and documentation with the key informants of the head of the electricity sector and the informants of the electricity feasibility analysis staff, the head of the service represented by the secretary. Based on the results of the analysis, it was concluded that the department of energy and mineral resources in Riau province was not yet optimal and its supervision was maximized considering budget limitations. It is hoped that the office of energy and mineral resources of Riau province in implementing electricity infrastructure, especially centralized solar power plants (PLTS) for rural / remote area communities, is not only based on project oriented, which means priority project activities.
