Abstract
The development of the tourism sector is basically an effort and effort to develop the tourism potential of an area. This development effort must be in line with the development of tourism services and facilities in order to obtain optima results. But this attraction is considered not optimal in its management. This can be proven through the level of visits to attractions that come to the city of Pekanbaru. The number of visitors who come to this attraction tends to be incidental that is crowded only on certain days. The purpose of this study is to find out and get an overview of the communication strategy of the Pekanbaru City Tourism Office in the promotion of Lake Bandar Khayangan Lembah Sar Tourism Object and its inhibiting factors. Communication strategy which is a combination of communication planning (communication planning) with communication management (communication management) to achieve the stated goals. This communication strategy must be able to show how practically its operations must be carried out, in the sense that the approach (approach) can differ at any time depending on the situation and conditions. The research method used is a qualitative method. From the results of the study note that the communication strategy undertaken by the Tourism Office in promoting Lake Bandar Khayangan Lembah Sari tourism object is said to be still not optimally implemented well, seen from the level of tourist visits that is still not significant There are several promotional communication strategies that the authors observe are very helpful in the process of promoting Lake Bandar Khayangan Lembah Sari tourism objects such as: making websites on the internet. As for the factors that influence the communication strategy of the Tourism Office in Promoting Tourism Objects of Lake Bandar Khayangan Lembah Sari, the author for the supporting factors and inhibiting factors for the Office of Tourism itself. The supporting factors are: openness between employees, the availability of supporting facilities and infrastructure, good team work, good relations with the mass media and the private sector, and Technological Progress. While the inhibiting factors are: the minimal budget allocated by the Pekanbaru City government and, as well as the support from the local community who are still no helping in this promotion process.
