Abstract

Sexual abuse is a social phenomenon that is never separated from society, sexual harassment or sexual violence commonly referred to afflict many women and children. This is because women and children are vulnerable, sexual harassment is any form of behavior that is sexually suggestive taken unilaterally and not expected by people who were targeted because of demeaning, insulting, intimidating and disregard of human values is receiver. Each year the criminal acts of sexual abuse have increased in Indonesia, especially in the city of Pekanbaru, Riau Province. Sexual abuse crimes are very high when seen from a comparison of previous years and that concern the high crime rate experienced by children, especially girls under age. There fore this crime many troubling the parents who have children, especially girls. Lack of attention and caution of the public make the security system become dysfunctional, where the neglect of the rules and norms that apply as a result of the absence of crime prevention system created by the community it self. Though sexual harassment is usually done by the people closest to the victim, such as the biological father, stepfather, uncle, grandfather, teacher, brother and the rest is done by an unknown person. Reasons perpetrators of sexual harassment against the backdrop of three factors, namely, personal motivation to commit a crime, their matching goal and unpreparedness of the public care system. Because the offender and his wife are not in harmony in sex, sexual desire offender be detained and progressively increasing, ultimately because the perpetrator is close to his children, sexual desire and the actors become actors raised vent to some of his sexual desires with persuasion and coercion. And because the full confidence of parents to great actors, so as to make the parents were vigilant and entrust their children away to the perpetrator, so that the perpetrators more freely to vent his sexual desires.
