Abstract

Forest and land fires in Riau Province are still a serious problem and are still massive, even though in the Riau Governor Regulation Number 61 of 2015 concerning the prevention and control of forest and land fires, collaborative work has been formed in the form of the Dalkarhutla task force, but cases of forest and land fires still occur every year. This study aims to see the collaborative process that occurs in the Dalkarhutla task force in Riau Province with the analytical knife of the collaborative governance regime theory proposed by Emerson, Nabatchi and Baloqh in that theory there are three assessment indicators, namely the scope, dynamics of collaborative action and collaboration dynamics. This study uses qualitative methods and data collection techniques through direct interviews with the relevant offices, the Regional Disaster Management Agency, the Environment and Forestry Service, the Riau Regional Police, and the Natural Resources Conservation Center. The researcher found that the process of sharing resources had been carried out well, but there were agencies that did not understand the common principles in this collaborative work, and there were indications of intimidation from certain parties during the forest and land fire prevention process. The conclusion of this researcher based on the collaborative governance regime theory within the framework of the Dalkarhutla task force collaboration is quite ready in its implementation. Suggestions from researchers is that each agency should understand the common principle in collaborating then socialization and education to every level of society must be massively carried out.
