Abstract

One of the most important elements in realizing community prosperity is the creation of a stable state of order security in society, which is characterized by the implementation of police functions to ensure security, order and uphold the law, as well as the establishment of peace, capacity building and developing potential and strength the community in denying, preventing and overcoming all forms of crime and other forms that disturb the community in carrying out their activities so that the police role is very much needed in this matter. In this study the author tries to formulate the problem of this research with questions namely (1). What is the Role of the Police of North Kundur Subdistrict in Curbing Billiard Gambling in the Kecamatan Kundur Utara, as well as knowing what are the factors in the billiard gambling crime. The method used in this study is to use descriptive survey methods. namely by explaining and describing and analyzing the data obtained by means of field observations and interviews. To carry out this research, 4 informants were needed, namely Community Leaders, Place Owners, Actors, and North Kundur District Police. From the results of the research by 4 informants, the reason they became billiard gamblers was the Extras and Internal Factors, as well as the role of the police in regulating billiard gambling cases, namely (1) Primary Prevention, namely calling and giving directions to the owner of the premises so as not to allow the perpetrators play in his place. (2) Secondary prevention, namely conducting raids on places that have the potential to cause unrest in the community. (3) tertiary prevention, namely increasing the law on gambling crime.
