Abstract
An Analysis the Delegation of Regencial Assignments to Head of District in Devoting Commercial Permittance in Bandar Seikijang District Pelalawan Regency Diki Sahputra The existance of head of district constitutes an additional reign power of head of regency assigned to carry out partially regencial assignents in district level. Hence, delegation of regencial assignments partially to head of district seems vital, since without it induced such assignments do not run maximally. The formulations of problem are: (1) how is the implementation of delegation of permittance in commerce to head of district by head of regency in Bandar Seikijang? And (2) what are the obstacles encountered by head of district in distributing permittance for daily commercial spot? Research design is descriptive qualitative, in which the data acquired through interview with informen. The informen comprise of 3 clerks of district authority and 3 members of society who are interested in such affair. The results of the research are: (1) The result of an analysis of delegating regencial assignments to head of district in permittance of commerce in Bandar Seikijang District Pelalawan Regency is commonly categorized into “good” which make the traders of daily necessities have had permittance in majority for minor and medium scales. Therefore, it can be stated that the delegation of regencial assignements have been carried out in good way in the line with running governmental regulations and (2) and the obstacles related with it namely (a) administrative obstacles faced by the steering clerks namely the availability of forms stocks is too late, operational budgets, and internet operation due to electrical interfere; (b) other obstacle is in term of checking to the field stuck by corona virus 19 which causes such activities are stopped temporarily; and (c) the obstacles faced by the traders namely they get no idea of permittance registration procedures on line so that they urgently require counselling, yet promotion by the authority is stuck cause of corona covid 19.
